TO BOARD'S RE(UEST FOR INFORMATION ON SYSTEMS INTERACTION By letter of November 24, 1980, the Appeal Board requested information concerning the present status of the Applicant's studies on systems inter-actions.

The Board also wished to be advised of the relevance of the ongoing studies to the seismic issues currently pending before it.

The Staff has completed review of Pacific Gas and Electric Company's (PGEE's) systems interaction program for seismically-induced events.

The results of its review are summarized in Supplement No.

11 to NUREG-0675, "Safety Evaluation Report Related to the Operation of Diablo Canyon Nuclear Power Plant, Units 1 and 2," dated October 1980.

As stated in Section 8.0 of Supplement No. 11, the Staff concluded that PGEE's program is acceptable.

PGEE will complete their program and any necessary plant modifications for each unit prior to the issuance of any license authorizing full-power operation of that unit as required by Task II.C.3, "Systems Interaction", of NUREG-0660, "NRC Action Plan Developed as a Result of the TMI-2 Accident."

The completion of PGRE's program and the acceptability of any plant modifications will be verified by the Office of Inspection and Enforce-ment during the normal course of their inspection activities.

PGEE will, following the completion of their program, provide the NRC information copies of their final report of their program which will include an identifica-tion of all interactions postulated, all walkdown data (as described in Section 4

of SER Supp. 11), interaction resolutions, and technical reports.

The final report of PGRE's program was not a prerequisite to either the completion of the Staff's review of PGEE's program nor its determination of its acceptability.

PGEE has completed essentially all of their walkdown effort for Unit 1 and ll has begun their walkdown effort for Unit 2.

All that remains for Unit 1 is the completion of any necessary modifications.

The matters treated in this program have no direct bearing on the seismic design bases for the Diablo Canyon Plant, i.e.

on determination of the ground motion spectral shape or the anchor point f'r that spectral shape.

The systems interaction program for seismically induced events

does, however, add one more element of conservatism to the anticipated seismic capability of the Diablo Canyon plant, in that the likelihood of even very minor system malfunctions due to seismic shaking have been substantially reduced below an already low level.

This program was initiated, in response to a specific Diablo Canyon require-ment documented in NUREG-0660,Section II.C.3.

The requirement was imposed

by the Staff as a result of recommendations of the ACRS Ad Hoc Subcommittee on THI-2 Accident Implications.

Any issue regarding the adequacy of this program still lies before the Licensing Board as part oF its consideration of post TNI issues and is therefore not yet ripe for consideration by this Appeal Board unless it should direct certification of the issue.
