Demetrios L. Basdekas Experimental Fast Reactor Safety Research Branch POST-TthI NRC ACTIONS I believe that the Regulatory Staff can use some advice and encouragement in dealing with the matters discussed in the enclosed note I sent to the Commissioners on May 25, 1979.

The ACRS is in a position to provide both.

I recommend that you take a good look at the generic implications of the normally unreviewed aspects of control system failures and plant dyn'amies affecting a11 operating nuclear power plants, as well as those currently under licensing review.

The question you may consider in this regard is: would it be prudent to derate all operating nuclear power plants to about 65" of rated power until, at least, the review of these aspects is completed?

I believe the answer to this question is yes, because this action would offer reasonable, under the circumstances, assurance that critical variables would remain within a safe "envelope" under upset conditions involving systems that may be slightly underdamped, have inadequate phase

margins, and introducing detrimental interactions to safety related systems and processes.
