SUBJECT:
DIABLO CANYON - TRANSCRIPT OF MEETING WITH C.
STOKES ON JANUARY 25, 1984 (BOARD NOTIFICATION NO.84-022)
In accordance with NRC procedures for Board Notifications the enclosed information is provided to the Commission.
The enclosure is a transcript of a meeting by NRC staff with Mr. C. Stokes related to allegations concerning small bore piping at the Diablo Canyon Nuclear Power Plant.
The allegations were the subject of Board Notification 83-194, dated December 27, 1983 and were discussed in SER'upplement 21, Section 3.2. 1.2(d).
At the meeting Mr. Stokes identified certain individuals by name.
Subsequently, Mr.Stokes and Mr. T. Devine, Government Accountability Project, requested that therefore the transcript be withheld from unrestricted disclosure.
The staff has determined that the confidentiality of these individuals should be assured because unrestricted disclosure could compromise its ongoing inspection and evaluation of the allegations.
Consistent with procedures of the Commission's Policy Statement of August 5, 1983 regarding Investigations and Adjudicatory Proceedings (48 Fed.
Reg.
- 36358, August 10, 1983) the staff has determined that the information should be provided only to the Commission and Boards for their in camera consideration.
The staff will be avai1able to advise the Comiiss>on as to this determination.
The staff is continuing its review and evaluation of these allegations.
We will inform you of the results of our evaluation in a future SER Supplement.
