This section of the line was drained to facial)tate further examination.

Ultrasonic (UT) examinations of this and several similar fields; Mahout re)nforc~nt pads, were completed on Ray 9, 1983.

The UT examinations

)ndicated the possiLiikty that full penetr~tion welds mre not made.

The leaking mid ms in a pipe spool fabricated at the Paramount, Ca1ifornia shop of Pullman Power Products and manufactured to the reqvireaents of JV51 831.7.

The licensee reported that nondestructive examination (NDE) records exist at the site for all fields

)n the pipe spool, excePt the one wkid observed to be teaking, and that action has been initiated to require Pul lean to.produce YDE records for the we/d in question.

The l)censee intends to cvt out a section of pipe containing the we/d and perforu visual and HOE on the weld to verify full penetration and weld integrity.

The licensee

examined, by UT, eight siailat iejds in safety related portions of the cociponent cooling water system and observed sinilar=indRations of lack of full penetration.

The licensee is questioning the validity of.the UT examination results due to the snail (0.22 inches) wall thickness and intends to i.stab)ish val)d)ty based upon visual and nondestruetiVh examination of the leaking Mid.

Region V will folly this situation to resolut/on.

The licensee made a preiyt report on Wy 9, 1983, pursvant to Technical Specifications requ)reagents.

Had)a interest nay occur.

Neither the licensee nor the NRC plans to issue a news release at this tice, however the licensee has prepared a news release in the event of media interest.

Region V (San Francisco) received notification of this occurrence from the Senior Resident Inspector at about 2 p.ia.
