SUBJECT:
DIABLO CANYON SALP REPORT FOR 1981-1982 Enclosed is the Boards'ystematic Assessment
.of Licensee Performance (SALP) report for Diablo Canyon for the period July 1, 1981 through December 31, 1982.
The meeting is currently scheduled for 1:00 p.m.
April 7,
- 1983, at the PGSE office in San Francisco (77 Beale Street Room 1753).
During the assessment period major flaws in the Quality Assurance Program and general practices related to engineering 'esign control were discovered.
Subsequently, the low power license was suspended and an independent verification program initiated.
During the formative stages of this program the undisclosed review of draft reports by the licensee led to the issuance of a level III violation for making a material false statement.
Subsequently, the licensee upper management became actively involved with the facility project engineering
- group, the project was augmented by Bechtel engineering personnel, the project was substantially reorganized, and independent technical programs were established to correct errors discovered.
Due to these developments we have added an additional section to the SALP report covering the areas of engineering design
- control, independent design verification program, and facility modification.
The remainder of the SALP report contains normal construction and operations sections.
In all, twenty three functional areas were reviewed.
Several of these areas (Emergency Preparedness,
- Security, TMI action items, and several construction functional areas)
-were judged to be Category 1.
With the exception of the design control functional area all others were evaluated as Category 2.
No rating was given for the design control functional area since the licensee's performance in this area was determined to have been unacceptable.

The SALP Board observed that the operating organization has several additional licensed operators since the last SAIP and that the operators passing the NRC's examinations have received above average grades.
Similiarly, the operating organization (Nuclear Power Operations) is considered to be fully manned and appears well supported by corporate management.
The construction organization also appears to have been functi'oning effectively and with relatively high quality of production during the reporting period.
The reorganization of the project engineering group has greatly improved that group's responsiveness to our staff as well as the ability to adequately meet licensing commitments.
During the last six months of the reporting period the project group has appeared to be responsive, and to have eliminated the design control problems which led to the license suspension.
In considering the strengths and weaknesses described above and the unique situation of the Diablo Canyon facility, the Board recommends that an overall performance assessment of Category 2 be assigned to Pacific Gas and Electric Company and its Diablo Canyon facility.
As specified in NRC Manual Chapter
- 0516, this characterization of. overall performance should be provided in the letter which transmits the,final SALP report to the licensee, and should also include consideration of oral and written responses presented by the licensee regarding this assessment.
