'the current views of FEHA re'garding the adequacy of emergency planning related to low power testing at diablo Canyon.
I FEMA's current position remains the same as that expressed in the memorandum to Harold Denton and 3ohn HcConnell from the FEMA/NRC Steering Committee dated F ebruary 14,
- 1980, and reaffirm d in a
March 12,
- 1980, memorandum from Mr. McConnell to Hr.
Denton.
Basically, these memoranda expressed the view that in cases where a State radiological emergency plan was previously concurred in by NRC, this would constitute adequate offsite preparedness for the purposes of low power testing.
This position was taken on assurance by NRC that low power testing posed significantly less offsite consequences should an accident occur at the.plant, ~nd our joint assessment that capabilities for response represented.
by a concurred in plan would be adequate to cope with any unlikely accident with offsite effects.
Consequently, it is FEMA's view that offsite emergency preparedness for low power testing at Diablo Canyon is adequate to protect the public health and safety.
