Robert L. Tedesco, Assistant Director for Licensing, DL BOARD NOTIFICATION - PREOPERATIONAL PHYSICAL SECURITY INSPECTION TESTING AT DIABLO CANYON, UNITS 1 8 2 (BN 81-16)

Due to media interest, we deemed it prudent to notify you of a recent occurrence during the performance of a routine physical security pre-operational test at the Diablo Canyon,facility.

On July 15, 1981, during an announced physical security pre-operational inspection at the Diablo Canyon Facility, two NRC inspectors entered the Protected Area Access Control Building carrying a concealed test weapon contained in a block of transparent acrylic material, in each of two hand-carried brief cases.

Search procedures failed to detect the presence of one of the two test weapons by x-ray screening.

Prior to this routine test, the applicantts security shift supervisor was aware of the test detai'Is however the contracted security personnel were not.

The contract guard force superv~isor was informed of this occurrence and corrective action was taken by positioning the unconcealed test weapons in several pOsitions for x-ray testing for the benefit of contract guard force personnel training.

The purpose of the test was to ascer tain the adequacy of the search procedures and equipment.

The Office of Inspection',. an) Enforcement is satisfied that the applicant is taking appropriate action on this matter.

Enclosed are copies of Preliminary Notification Nos. PNS-V-81/07 and PNS-V-'81/07A dated July 17, and July 20, 1981 which provide additional information,:,o' this matter.
