MEDIA INTEREST IN PRE-OPERATIONAL PHYSICAL SECURITY INSPECTION TESTING On'.July 15, 1981 at 8::30 am, PDT during an announced physical security pre-operational inspection at the above facility, two NRC in'spectors entered the Protected Area Access Cont'rol Building carrying a concealed, encapsulated, test weapon in each of two han'd-carried brief cases.

The inspectors were subjected to routine explosive and metal datcctal scvccning and hand carried items ccrc subjcctcd to X-ray inspection.

Search procedures

'by a guard trainee faiIed to reveal one of the two test weapons by the X-ray

'screening.

Local media interest resulted.in articles in the local papers with a picture of both weapons which clearly showed the encapsulation material around the weapons and the weapons themselves with the NRC property tags attached.

The weapons were being used as part of a routine security test at the Diablo facility which is not operating pending issuance of a license.

The weapons had been made non-operational by removal of the firing pin and were completely enclosed in a cast l-l/2" block af tl aiispar<<nt acrylic material similar tv tha 6 used by Lfie FAA ln LesLfug nrelal detectors,and operators at airports.

Prior to the. test, the licensee security shift supervise was informed of the test details and was present during the test.

After the screening detected only one of the test items the contract guard force supervisor was apprised and corrective action initiated by arranging the test weapons (unconcealed) in several positions for X-ray testing for the benefit of contract guard force personnel training.

Ir a separate, unrelated action to facilitate NRC testing of the plant intrusion alarm

system, the licensee temporarily prohibited access to construction workers to specific areas of the plant.

These tests were completed as of ll:30 am, PDT, July 17,

1981, and construction workers have again been authorized access to,the previous'ly prohibited areas.

Region V has clarified the routine nature of these tests to numerous media queries.'o news release is planned by the licensee or NRC.

State of California has been notified.

Region V became aware of increasing press interest at 1:40 pm, PDT, on July 17, 1981.
