0'NITED STATES OF AMERICA NUCLEAR REGULATORY COMMISSION BEFORE THE ATOMIC SAFETY AND LICENSING BOARD Docket Nos.

STAFF REPORT IN RESPONSE TO LICENSING BOARD'S ORDER OF MARCH 10, 1981

~)le 8l In the Matter of PACIFIC GAS AND ELECTRIC COMPANY

)

)

(Diablo Canyon Nuclear Power Plant,

)

Units Nos.

1 and 2)

)

On March 10, 1981 the Licensing Board in this proceeding requested a

status report on the issuance of the Safety Evaluation Report (SER),

Supplement 12, which the Licensing Board understood to be the last Staff document relative to the full power operating license.

This document is the Staff's response to that request.

Supplement 12 was issued on March 4, 1981.

It deals, however, with updating the low power SER and also addresses any new requirements delineated in NUREG-0737 as they apply to the Low Power Testing Application.

The last Staff document relative to the full power license will be either Supplement Number 13 or 14 and it presently appears its issuance date will be no later than March 31, 1982.

The reason for there being two additional supplements is that one will deal with some non-TMI issues relative to full power and will update Supplement 9.

The other Supplement will deal with TMI-issues relative to full power.

The number of each Supplement will depend on the order in which they are issued.

Both Supplements will be issued no later than March 31, 1982.

Respectfully submitted, Bradley ones Counsel for NRC Staff Dated at Bethesda, Maryland this 16th day of March, 1981.
