Contentions,l and 2 object to the issuance of a fuel load/low po>~er test program license until Board findings have been made oh,seisraic and physical security

issues, respectively.

3 objects to issuance of a fuel load/

low power license until all requirements of the NRC's Final Rule on Emergency Planning are implearented.

Contention Ho.

6 suggests that two-phase natural circulation tests should be perforaed, in addition to the seven special low power tests.

The project raanager has discussed these matters with the appropriate technical divisions and was told that he would be provided with testimony at, a later date=refuting the need for the resolution contention Nos. 1, 2, 3 before issuance of a fuel load/low power license and why two phase flow testing is not required at all.
