Dear Mr. Heacock:

By letters dated May 10, 2016, and September 28, 2016 (Agencywide Documents Access and Management Systems Accession Nos. ML16141A117 and ML16278A601, respectively),

Virginia Electric and Power Company (the licensee) submitted information summarizing the results of the fall 2015 steam generator tube inspections performed at the Surry Power Station, Unit No. 2. These inspections were performed during Refueling Outage 26.

The U.S. Nuclear Regulatory Commission staff has completed its review of the reports and concludes that the licensee provided the information required by the Surry Power Station, Unit No. 2, Technical Specifications, and no additional followup is required at this time. The staff's review of the reports is enclosed.

REVIEW OF FALL 2015 STEAM GENERATOR TUBE INSERVICE INSPECTIONS REPORTS VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION. UNIT NO. 2 DOCKET NO. 50-281 By letters dated May 10, 2016, and September 28, 2016 (Agencywide Documents Access and Management Systems Accession Nos. ML16141A117 and ML16278A601, respectively),

Virginia Electric and Power Company (the licensee) submitted information summarizing the results of the fall 2015 steam generator (SG) tube inspections at the Surry Power Station (Surry), Unit No. 2.

Surry, Unit No. 2, has three Westinghouse Model 51 F SGs, and each SG has 3,342 thermally treated Alloy 600 tubes with a nominal outside diameter of 0.875 inches and a nominal wall thickness of 0.050 inches. The tubes are hydraulically expanded at each end for the full depth of the tubesheet. The tubes are supported by stainless steel support plates with quatrefoil-shaped holes. The U-bend region of the tubes installed in rows 1 - 8 of the tube bundle was thermally treated after bending in order to reduce stress.

The licensee provided the scope, extent, methods, and results of its SG tube inspections in the submittals referenced above. In addition, the licensee described corrective actions (i.e., tube plugging) taken in response to the inspection findings.

Based on the U.S. Nuclear Regulatory Commission (NRC) staff's review of the information submitted by the licensee, the staff has the following observation:

  • Three tubes in SG C required plugging due to circumferential primary water stress corrosion cracking indications within the hot-leg tubesheet region.

Based on a review of the information received, the NRC staff concludes that the licensee provided the information required by the Surry, Unit No. 2, Technical Specifications. In addition, the staff concludes that there are no technical issues that warrant followup action at this time, since the inspections appear to be consistent with the objective of detecting potential tube degradation, and the inspection results appear to be consistent with industry operating experience at similarly designed and operated plants.
