Accession No. ML16088A186), Entergy Operations, Inc. (the licensee), submitted a license amendment request (LAR) regarding the Arkansas Nuclear One Unit 2 (ANO-2) Facility Operating License. The LAR requests the adoption of Technical Specifications Task Force (TSTF) Standard Technical Specifications (STS) Change Traveler TSTF-545, Revision 3, TS Inservice Testing [IST] Program Removal & Clarify SR [Surveillance Requirement] Usage Rule Application to Section 5.5 Testing (ADAMS Accession No. ML15294A555), dated October 21, 2015. U.S. Nuclear Regulatory Commission (NRC)-approved TSTF-545 was made available via the Federal Register on March 18, 2016 (ADAMS Accession No. ML16060A162).

The NRC staff has determined that additional information, as described in the attached request for additional information (RAI), is required for the staff to complete its review of the ANO-2 TSTF-545 application.

Clarify SR [Surveillance Requirement] Usage Rule Application to Section 5.5 Testing (ADAMS Accession No. ML15294A555), dated October 21, 2015. U.S. Nuclear Regulatory Commission (NRC)-approved TSTF-545 was made available via the Federal Register on March 18, 2016 (ADAMS Accession No. ML16060A162). The NRC staff requires additional information to complete its review of this LAR, as described below.

Request for Additional Information During the review of the LAR, the NRC staff noted that ANO-2 TS 4.4.1.3.1 states that the required shutdown cooling loop(s) shall be determined OPERABLE per the Inservice Testing Program. In addition, TS 4.9.8.2 states that the required shutdown cooling loops shall be determined OPERABLE per the Inservice Testing Program.

In general, an IST program that fulfills the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.55a(f) does not contain specific criteria or requirements to verify that systems loops are operable. Therefore, the NRC staff request a detailed explanation (including specific testing requirements and acceptance criteria contained in the IST program) as to how these two surveillance requirements assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met.

Regulatory Basis The regulation in 10 CFR 50.36(c)(3) states the following:

Surveillance requirements. Surveillance requirements are requirements relating to test, calibration, or inspection to assure that the necessary quality of systems and components is maintained, that facility operation will be within safety limits, and that the limiting conditions for operation will be met.

The requested information is required for the NRC staff to understand how the licensee meets the requirements stated above.
