(DEK),

Dominion Nuclear Connecticut, Inc. (DNC), and Virginia Electric and Power Company (VEPCO) submitted Revision 21 to the Nuclear Facility Quality Assurance Program Description Topical Report DOM-QA-1 to the NRC for approval and Revision 22 for information only (Reference 1 ). The changes submitted in Reference 1 for Revision 22 were organization description changes resulting from the Nuclear Business Unit reorganization announced in March 2016. NRC approval of Revision 22 to the Nuclear Facility Quality Assurance Program Description Topical Report DOM-QA-1 was not required because the revision did not reduce any commitments in the program description as accepted by the NRC.

In an email dated October 13, 2016, the Nuclear Regulatory Commission (NRC) transmitted a request for additional information (RAI) related to Revision 22 to the Nuclear Facility Quality Assurance Program Description Topical Report DOM-QA-1.

The response to the RAI is provided in Attachment 1. In addition, as a result of the response to the RAI, a revised Facility Operating Organization for Millstone Power Station, North Anna Power Station, and Surry Power Station is provided in Attachment 2 for information only.

Serial No. 16-0928 Docket Nos. 50-305/245/336/423/338/339/280/281 72-4 7 /16/56/2/55/64 Page 1of2 Response to Request for Additional Information CRAil Revision 22 of Quality Assurance Program Description Topical Report The requirements of Title 10 of the Code of Federal Regulations Part 50, Appendix B Criterion I "Organization," states in part, that, "The authority and duties of persons and organizations performing activities affecting the safety-related functions of structures, systems, and components shall be clearly established and delineated in writing. These activities include both the performing functions of attaining quality objectives and the quality assurance functions. The quality assurance functions are those of (1) assuring that an appropriate quality assurance program is established and effectively executed; and (2) verifying, such as by checking, auditing, and inspecting, that activities affecting the safety-related functions have been correctly performed."

Section 6, "Facility Safety Review Group (Kewaunee)," of Appendix B in the Dominion Nuclear Facility Quality Assurance Program Description, Revision 21 adds new responsibilities for a Facility Safety Review Group for the Kewaunee facility.

The Facility Safety Review group does not provide quality oversight for the Kewaunee facility. The responsibility for quality oversight is retained in Section 1.2.6., "Nuclear Oversight" of Dominion Nuclear Facility Quality Assurance Program Description, Revision 21.

Section 1. 2. 8, "Nuclear Oversight, 11 of the Dominion Nuclear Facility Quality Assurance Program Description, Revision 22 removes the statement, A management position is responsible for the effective performance of nuclear oversight activities. This position performs independent assessment of facility operations related to quality and safety with the lines of communication to the executive management position responsible for facility operations.

11 With the removal of the aforementioned statement, please provide clarification on the responsibility of quality oversight for the Kewaunee, Millstone, North Anna, and Surry facilities.

RAI RESPONSE:

As indicated in Section 1.2.2, of Revision 22 to the Dominion Nuclear Facility Quality Assurance Program Description Topical Report, DOM-QA-1, Subsections 1.2.3 through 1.2.8 apply to the Millstone Power Station (MPS), North Anna Power Station (NAPS),

and Surry Power Station (SPS) onsite facility organizations and their relationship to the supporting offsite organization.

Subsections 1.2.9 through 1.2.12 of Revision 22 to DOM-QA-1 similarly describe the Kewaunee Power Station (KPS) onsite facility organization and its relationship to the supporting offsite organization.

To further clarify the responsibilities of the management position responsible for Nuclear Oversight at the MPS, NAPS, and SPS facilities, the bold italic text shown below will be added to the end of the first sentence in Section 1.2.8:

A management position is responsible for the verification of effective Company and Supplier QA program development, documentation, and implementation, and the effective performance of Nuclear Oversight activities.

This position is responsible for the performance of independent audits of facility operations related to quality and safety with lines of communication to the executive management position

For additional clarification, the MPS/NAPS/SPS Facility Operating Organization in Appendix A of Revision 22 to DOM-QA-1 will be revised to reflect the functional position relationships described above.

Consistent with Section 1.2.2 of DOM-QA-1, Section 1.2.11 Nuclear Oversight, of Revision 22 to DOM-QA-1 indicates the tasks for which the management position responsible for Nuclear Oversight at the KPS facility is accountable, as well as the position's authority and responsibilities.

To further clarify the responsibilities of the management position responsible for Nuclear Oversight at the KPS facility, the bold italic text shown below will be added to the end of the first sentence in Section 1.2.11:

A management position is responsible for the verification of effective Company and Supplier QA program development, documentation, and implementation, and the effective performance of Nuclear Oversight activities.

The KPS Facility Operating Organization in Appendix A of Revision 22 to DOM-QA-1 does not require revision since it currently reflects the functional position relationships described above in Section 1.2.11.

The changes indicated above and in Attachment 2 will be made during the next scheduled revision to DOM-QA-1 and submitted to the NRC in the next annual update in June 2017.
