[External_Sender] RE: RSO Good morning TY (and Betsy)-

As requested, the NIST plan for the RSO transition and responses to your specific questions are provided below. The NIST Ionizing Radiation Safety Committee has reviewed and approved this plan and Janna as the interim RSO.

Tom OBrien, the current RSO, is expected to enter a Phased Retirement status effective 10/3/16. This retirement program restricts a phased retiree to 40 hours4.62963e-4 days
0.0111 hours
6.613757e-5 weeks
1.522e-5 months
of work over a bi-weekly basis (i.e., part-time @ 50%). Because of the part-time requirement, Mr.

OBrien cannot fully carry out the RSO duties and will be reassigned to a part-time Health Physicist position with the primary duties of acting as a Senior Advisor to the Radiation Safety Division Chief and RSO and conducting mentoring activities.

While NIST conducts a nationwide search for a replacement Radiation Safety Division Chief/RSO, Janna Shupe will be the interim RSO. Her qualifications and experience are provided below:

 • Qualifications:

o Masters degree in Health Physics, University of North Carolina Chapel Hill, 1995 o Certified Health Physicist since 2000

 • Experience and training:

o Twenty-one years as a Health Physicist at NIST leading a variety of radiation safety program areas such as:

Radioactive material user and shipping training Radiological hazard assessments and mitigation plans Radiation facility audits Source receipt and shipping Personnel dosimetry NMMSS and radioactive material inventory management Survey and lab analytical (e.g., gamma spectroscopy) instrumentation Regulatory interpretation and program development (policy and procedures) o Supervisory Health Physicist (NIST Radiation Facilities Group Leader) since December 2015

o Training courses completed include:

NMMSS I Radioactive Material and Chemical HAZMAT Shipping Internal Dosimetry HPS Meeting PEP and CEL courses (various subjects)

The nationwide search for a replacement Radiation Safety Division Chief/RSO will be announced in early October. When a replacement is selected and officially accepts the position, a license amendment will be submitted. NIST expects a 3-4 month period for the completion of the selection process.

RSO So send me an email that thoroughly describes what NIST is doing IRT the RSO.

It needs to describe what is happening with you.

It needs to describe the appointment of interim RSO and some statement of her qualifications and experience.

It needs to describe what NIST will do in long-term replacement and that a formal amendment will be submitted once the process is completed.

It should describe that the IRSC has reviewed and approved this plan.

I dont need this right away. Take your time and make sure to address these points. Ill docket the email as a formal record.
