D870114 Mr. Victor Stello, Jr.

Executive Director for Operations U.S. Nuclear Regulatory Commission Washington, DC 20555

Dear Mr. Stello:

SUBJECT:

ACRS COMMENTS ON THE DRAFT NRC REPORT ON THE IMPLICATIONS OF THE ACCIDENT AT CHERNOBYL NUCLEAR STATION UNIT 4 During the 321st meeting of the ACRS, January 8-10, 1987, we considered the implications of the accident at the Chernobyl nuclear station Unit 4 as it relates to nuclear power plants in the United States. This subject was also considered during our 320th meeting, December 11-13, 1986 and our 319th meeting, November 6-8, 1986. In our review, we had the benefit of meetings of our Subcommittee on Safety Philosophy, Technology, and Criteria held on November 5, and December 10, 1986, of discussions with the NRC Staff, and of the documents referenced.

We have seen preliminary drafts of the NRC Staff's report on lessons learned from the Chernobyl Nuclear Station accident. We agree that a thorough evaluation of the accident should be performed and that the lessons learned should be applied in the NRC regulatory process.

Although we have not reviewed the Staff's report in detail (nor have we seen a final draft), we consider the proposals made in the drafts we have seen to be sound and have no suggestion for any major changes in direction.

Sincerely, William Kerr Chairman
