HUMBOLDT BAY POWER PLANT UNIT 3 - MARSSIM RECLASSIFICATION OF INTAKE STRUCTURE

Dear Mr. Sharp:

In your letter dated September 28, 2016, you informed us of your intent to revise the MARSSIM classification of the intake structure from Class 1 to Class 3. Your reclassification was based on characterization surveys performed after the Humboldt Bay Power Plant Historical Site Assessment was developed. The letter further indicated that PG&E performed these surveys on the area of the intake structure where the most potential for contamination exists (i.e., the Unit 1 intake chambers with proximity to spill area) as the configuration of the intake structure was such that the entire structure was a confined space and could not be safely accessed.

We have reviewed your proposed reclassification and have no objections. We would like to note that this does not constitute approval of the survey unit for license termination. To support such a review in the future, the Final Status Survey Report should clearly describe the extent of and results of surveys performed, the as-left configuration of the structure after any demolition occurs, the reasoning for your survey approach, and a justification for the non-accessibility of the structure. In addition, since a portion of the structure is proposed to remain, the accessibility of the remaining structure should be assessed after any demolition to determine whether the same safety concerns exist at that point or not. If not, it may be prudent to survey additional accessible areas at that time.
