SUBJECT:
PROPOSED RESOLUTION OF GENERIC ISSUE A-29, "NUCLEAR POWER PLANT DESIGN FOR REDUCTION OF VULNERABILITY TO INDUSTRIAL SABOTAGE" During the 353rd meeting of the Advisory Committee on Reactor Safe-guards, September 7-9, 1989, we reviewed the NRC staff proposed resolu-tion of Generic Issue A-29, which deals with the threat to nuclear power plants from insider sabotage. We also had the benefit of the document referenced.
The NRC staff has concluded, based on a study of "safeguards" events over nearly a decade, that the insider sabotage threat is minimal, that no backfits are necessary, and that personnel controls and procedural constraints are adequate to control the threat. Of course, the fact that insider sabotage events are rare to nonexistent does not establish that that is due to the present precautions, nor does it preclude future growth of the threat, but it is consistent with the staff conclusion that there is no justification for action at this time. We, therefore, concur in the staff's resolution of this generic issue.
For future plants, the staff addresses design and procedural measures to reduce the likelihood of insider sabotage, but is nonspecific with respect to these measures. We would only caution that the obvious measures to improve security, such as access controls, separation of vital functions and controls, a two-man rule, etc., may also degrade the ability to respond in an emergency. Those opposing features will have to be balanced in the future, as the specifics take shape.
