SUBJECT:
USI A-17, "SYSTEMS INTERACTIONS IN NUCLEAR POWER PLANTS" During the 350th meeting of the Advisory Committee on Reactor Safe-guards, June 8-10, 1989, we were briefed on the staff's plans for resolution of USI A-17, "Systems Interactions in Nuclear Power Plants."
We have no objection to the proposed action. We believe that our remaining concerns can be addressed in the Multiple System Responses Program and other ongoing NRC programs.

Sincerely, Forrest J. Remick Chairman Additional Comments by ACRS Member Harold W. Lewis I do not concur in the clean bill of health the Committee has given this supposed "resolution." It is admittedly difficult to define systems interactions, except by example, and the staff has not succeeded any better than they had at the time of our earlier letter. Indeed, the staff has further confused the issue by mixing systems interactions with common cause failures. I do not object to this proposed resolution, simply because I don't believe, after all this time, that anything better will happen. It may not even be possible.
