SUBJECT:
PROPOSED AMENDMENT TO 10 CFR 50.61, "FRACTURE TOUGHNESS REQUIRE-MENTS FOR PROTECTION AGAINST PRESSURIZED THERMAL SHOCK EVENTS" During the 348th meeting of the Advisory Committee on Reactor Safeguards, April 6-8, 1989, we heard and discussed a report from our Subcommittees on Materials and Metallurgy and Structural Engineering regarding the proposed amendment to 10 CFR 50.61. Our subcommittees discussed this matter with representatives of the NRC staff and its consultants and the Electric Power Research Institute during a joint meeting held on March 23, 1989. We also had the benefit of the document referenced.
As a result of this discussion, we concur in the NRC staff's proposal to issue the proposed amendment for public comment. After the public comment period, we expect to review the proposed final version of this amendment.
