UPDATE: U.S. NUCLEAR REGULATORY COMMISSIONS COMPLETED COMPREHENSIVE TECHNICAL REVIEW OF NEI 05-05, CONTROLLER GUIDELINE FOR FORCE-ON-FORCE EXERCISE SIMULATIONS, REVISION 5, DATED DECEMBER 2015

Dear Mr. Kline:

I am writing you to provide an update on the status of our comprehensive technical review of the Nuclear Energy Institute (NEI) document, NEI 05-05, Controller Guideline for Force-on-Force Exercise Simulations, Revision 5, dated December 2015.

As part of our ongoing efforts to coordinate and resolve concerns related to NEI 05-05, Revision 5, we met with you and Mr. Richard J. Speer, NEIs Senior Project Manager for Security, on July 21, 2016. During this meeting, we discussed our initial technical review and provided some preliminary feedback. On August 1, 2016, we hosted a follow-up meeting with Mr. Speer to begin addressing some of these concerns as well as solicit feedback from NEI regarding them. As a result of these discussions, we moved forward with completing our comprehensive technical review by mid-September.

We have now finished our comprehensive technical review and have attached our consolidated response. The attached spreadsheet, which is labeled OFFICIAL USE ONLY - SECURITY-RELATED INFORMATION, captures all of our comments, edits, and suggested revisions regarding this document. We respectfully request using the attached spreadsheet to record NEIs response and resolution to these comments.

We look forward to working with NEI on reaching our mutually agreed upon milestones including another face-to-face meeting to discuss NRC comments for industry understanding on October 12, 2016, a follow-on discussion on November 2, 2016, to seek resolution to NEIs comments, and reaching a final approved version in January 2017. We also acknowledge that our comments and your response and proposed resolution to these comments will be shared with the Force-On-Force Task Force before our next meeting.
