Written communication specified in 10 CFR 50.4(b)(5) regarding changes to the University of Missouri Research Reactor Emergency Plan without prior Commission approval pursuant to 10 CFR 50.54(q)

Attached are the September 15, 2016, changes to the University of Missouri Research Reactor (MURR)

Emergency Plan and the justification for each change. Additionally, the revised pages to the Emergency Plan are included to help explain the change.

Changes to the MURR Emergency Plan were performed for the following reason:

1. Updating the agreement between the City of Columbia and MURR, Appendix A These changes do not decrease the effectiveness of the MURR Emergency Plan and are being made without prior Commission approval pursuant to 10 CFR 50.54(q). Justification for the change:

This change updates the agreement between the City of Columbia and MURR, in that the City of Columbia Fire Department will respond to fires and other emergency situations should they occur at the facility.

Dear Mr. Meffert,

This letter is to provide assurance that the City of Columbia Fire Department will respond to fires or other emergency situations should they occur at the research reactor. We understand that the research reactor staff will continue to conduct training sessions at least every two years for Fire Department personnel, including MURR facility orientation and review of selected health physics procedures specific to the MURR facility. The responsibility for maintaining and scheduling training for our Fire Department, which will participate in such training, will remain with the MURR staff.
