USED FUEL STORAGE AND TRANSPORTATION ISSUE RESOLUTION PLAN Issue Number: I-16-01
Title:
Improving the efficiency of the regulatory framework for dry storage of used nuclear fuel I. Summary of Resolution Plan Industry and NRC will interact in public meetings and through letters to achieve the following:
- 1. Acquire and document data and insights that will be used by the NRC develop a graded approach for the dry cask storage licensing process invoking principles articulated in Petition for Rulemaking 72-7.
- 2. An approved plan between NRC and industry, with firm schedule commitments, to implement this process.
II. Proposed Actions and Due Dates ACTION RESPONSIBLE PARTY DUE DATE
- 1. Public meeting kick-off RIRP for issue NRC/Industry Completed resolution (August 8, 2016)
- 2. Public meeting to discuss a preliminary NRC/Industry 10/28/2016 framework for a graded approach, and identify a pilot for graded approach
- 3. Workshop on graded approach for dry NRC/Industry 11/21/2016 cask storage
- 4. NRC build draft graded approach NRC 12/23/2016 regulatory framework
- 5. Industry submit graded approach pilot CoC Industry 3/17/2017 application to NRC
- 6. NRC completes safety review of pilot CoC NRC 12/15/2017 application.
- 7. Hold public meeting to discuss lessons NRC/Industry 2/15/2018 learned from the pilot
- 8. NRC finalizes graded approach framework NRC 4/13/2018
- 9. NEI submits guidance document based on Industry 8/15/2018 NRCs graded approach framework
- 10. Complete review and make decision on NRC 11/15/2018 endorsement of NEI guidance
- 11. Develop additional guidance as NRC/Industry FY-2019 recommended by the lessons learned document (if endorsed)
