RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION OF THE FERMI 2 NUCLEAR POWER PLANT

Dear Dr. Bley:

During the 636th meeting of the Advisory Committee on Reactor Safeguards (ACRS) held on September 8-10, 2016, the Committee completed its review of the license renewal application for the Fermi 2 Nuclear Power Plant (Fermi 2). The Committee also reviewed the U.S. Nuclear Regulatory Commission (NRC) staffs associated final safety evaluation report (SER) for this application.

In the Committees final report dated September 16, 2016, the Committee concurred with the NRC staff that there are no open license renewal issues that would prevent the NRC from renewing the Fermi 2 operating license. The Committee also concluded that the programs established and committed to by DTE provide reasonable assurance that Fermi 2 can be operated in accordance with its current licensing basis for the period of extended operation without undue risk to the health and safety of the public and that the license renewal application should be approved.

The NRC staff appreciates the Committees objective and in-depth review of the Fermi 2 license renewal application and the staffs final SER. The NRC staff also appreciates the thorough review by the ACRS regarding all of the exceptions to the aging management programs, and the Committees review of the resolution of the open item concerning the methodology that the applicant used to determine the average transient temperatures used to calculate the environmentally-assisted fatigue correction factors.

The NRC staff recognizes the Committees commitment to safety and appreciates its continued support of the license renewal process.
