Dear Mr. Settles,

Title 10 of the Code of Federal Regulations (10 CFR) Part 50.91(b)(4), Notice for public comment; State consultation, states (in part) the Commission will make a good faith attempt to consult with the State before it issues a license amendment involving no significant hazards consideration (NSHC).

The purpose of this message is summarize the exchange you and I had yesterday (8/30/2016) since you represent the Illinois Emergency Management Agency (IEMA). We discussed Exelons license amendment request (LAR) seeking NRC approval to modify several technical specifications used in the Dresden Nuclear Power Station, Units 2 and 3 and Quad Cities Nuclear Power Station, Units 1 and 2. The purpose for the changes in the technical specifications for these two sites is to support a nuclear fuel design transition from Westinghouse to AREVA. We discussed the NRC is close to finalizing its no significant hazards consideration determination and impending issuance of the amendment request dated February 6, 2015 (RS-15-008)

(Agencywide Documents Access and Management System (ADAMS) Accession No. ML15055A154), as supplemented by letters dated September 1, 2015, January 20, January 28, April 26, and June 22, 2016 (ADAMS Accession Nos. ML15251A381, ML16020A232, ML16028A303, ML16117A187, ML16174A374, respectively). We discussed that information regarding this action was made publically available in the (Federal Register Notice; 80 FR 67800, dated November 3, 2015). The NRC has not received any public comments or requests for hearings associated with this proposed licensing action. We discussed the NRC anticipates issuance of this action within the next several weeks to support forthcoming refueling outages, currently scheduled at both Dresden and Quad Cities. At issuance, a copy of the Safety Evaluation will be released to the public. A Notice of Issuance will also be included in the Commission's biweekly Federal Register notice.
