REVIEW OF THE UNIVERSITY OF TEXAS RESEARCH REACTOR EMERGENCY PLAN FOR LICENSE RENEWAL (CAC No. ME7694)
By letter dated January 4, 2010 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML100120473), as supplemented by letter dated December 1, 2016 (ADAMS Accession No. ML16347A112), the University of Texas, Austin (UT) Nuclear Engineering Teaching Laboratory (NETL) (the licensee) requested a renewal of its Operating License for their research reactor. As part of the license renewal process, the Reactor Licensing Branch (RLB) was requested to review the current version of the UT NETL Research Reactor Emergency Plan on file, Revision 3 (ADAMS Accession No. ML100120474) dated December 3, 2009.
The RLB has completed its review of the UT NETL Research Reactor Emergency Plan and has determined that the UT NETL Research Reactor Emergency Plan is compliant with the following regulations and guidance:
- Regulatory Guide 2.6, Emergency Planning for Research and Test Reactors,
- ANSI/ANS-15.16-2015, Emergency Planning for Research Reactors,
- NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors,
- NRC Information Notice 97-34, Deficiencies in Licensee Submittals Regarding Terminology for Radiological Emergency Action Levels in Accordance with the New Part 20, and
- NRC Information Notice 92-79, Nonpower Reactor Emergency Response.
