SUBJECT:

QUAD CITIES NUCLEAR POWER STATION, UNITS 1AND2-CORRECTION TO AMENDMENT NOS. 248 AND 243 REGARDING RISK-INFORMED JUSTIFICATION FOR THE RELOCATION OF SPECIFIC SURVEILLANCE FREQUENCY REQUIREMENTS TO A LICENSEE-CONTROLLED PROGRAM

Dear Mr. Hanson:

By letter dated February 18, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML102920260), the U.S. Nuclear Regulatory Commission (NRC) staff issued Amendments Nos. 248 and 243 to Renewed Facility Operating License Nos. DPR-29 and DPR-30 for the Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2. The amendments approved the adoption of NRC-approved Technical Specification Task Force (TSTF-425), Revision 3, "Relocate Surveillance Frequencies to Licensee Control - RITSTF Initiative Sb." This amendment relocated most periodic frequencies of technical specification (TS) surveillances to a licensee-controlled program, "Surveillance Frequency Control Program,"

and provides requirements for the new program in the Administrative Controls section of the TS.

During a recent TS review performed by the NRC staff, an error was identified in the footer of TS page 3.1.7-2 which erroneously indicates "Dresden 2 and 3" instead of "Quad Cities 1 and 2."

This error is administrative in nature and appeared in the camera-ready TS pages included in the amendment package issued on February 18, 2011. No other errors associated with the subject amendments were identified. The corrected TS page is enclosed.

8. Hanson If you have any questions, I can be reached at (301) 415-1349.

Sincerely, eanne A. Dion, Project Manager Plant Licensing Branch 111-2 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
