DRESDEN NUCLEAR POWER STATION, UNITS 2 AND 3, AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 - TRANSMITTAL OF DRAFT SAFETY EVALUATION FOR PROPOSED AMENDMENT RE: REVISION OF TECHNICAL SPECIFICATIONS TO SUPPORT TRANSITIONING TO AREVA NUCLEAR FUEL (CAC NOS. MF5736, MF5737, MF5738, AND MF5739)
Dear Mr. Hanson:
By letter to the U.S. Nuclear Regulatory Commission (NRC or Commission) dated February 6, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15055A154),
as supplemented by letters dated September 1, 2015, January 20, January 28, April 26, and June 22, 2016 (ADAMS Accession Nos. ML15251A381, ML16020A232, ML16028A303, ML16117A187, and ML16174A374, respectively) Exelon Generation Company, LLC (EGC, the licensee) requested changes to the technical specifications (TSs) for the Dresden Nuclear Power Station (DNPS), Units 2 and 3, and Quad Cities Nuclear Power Station (QCNPS), Units 1 and 2, to support the transition to AREVA ATRIUM 10XM fuel.
Enclosed is the draft safety evaluation (SE) that the NRC staff has prepared to support the proposed license amendment. The draft SE is being withheld from public disclosure at this time because it contains proprietary information pursuant to Title 10 of the Code of Federal Regulations, Part 2, Section 2.390. Proprietary information is identified by text enclosed within double brackets as shown here ((
)).
The NRC staff requests that EGC provide comments regarding the proprietary content in the draft SE by close of business on August 10, 2016. The response timeframe was discussed with Mr. Mitch Mathews of your staff on August 1, 2016. If circumstances result in the need to revise your response date, or if you have any questions, please contact me at (301) 415-1129.
Since the NRC review is not yet complete, this letter and the enclosure do not convey or represent an NRC staff position regarding the licensee's request. Should the amendment be approved, the NRC staff will prepare a redacted, publicly available, nonproprietary version of the SE.
Enclosure transmitted herewith contains sensitive unclassified information.
When separated from enclosure, this transmittal document is decontrolled.
