SURRY POWER STATION UNITS 1 AND 2 SUPPLEMENTAL INFORMATION REGARDING COMPLIANCE WITH EA-12-051 ORDER MODIFYING LICENSES WITH REGARD TO RELIABLE SPENT FUEL POOL INSTRUMENTATION On March 28, 2012, the NRC issued EA-12-051, "Order Modifying Licenses with regard to Reliable Spent Fuel Pool Instrumentation," which required the installation of reliable indication for the water level in associated spent fuel storage pools.
Level 1 is one of the three critical levels that must be monitored in a spent fuel pool (SFP); At Level 1, the SFP level instrumentation measures the water level required to support operation of the normal fuel pool cooling system. Calculation MISC-11798, "Dominion Fleet Spent Fuel Pool Levels to Provide Adequate NPSH to the Cooling Pumps with a Saturated Pool," Rev. 0, defined Surry Level 1 as 42 feet 2 inches and verified that adequate water level was available to support net positive suction head (NPSH) to the SFP cooling pumps. Calculation MISC-11798 was subsequently revised (Revision 1) to reflect the presence of an inlet weir/waterbox and Level 1 was redefined as 44 feet 11 inches; also sufficient to support NPSH to the SFP cooling pumps. The results of calculation MISC-11798, Rev. 1 were used to determine the setpoints in O-FSG-11, Alternate SFP Makeup and Cooling.
On July 20, 2015, Dominion notified the staff that Surry Power Station was in compliance with Order EA-12-051 and indicated Level 1 as 42 feet 2 inches (S/N 14;.3928). The purpose of this supplemental information letter is to inform the Commission that the value for Surry Level 1 reported in our compliance letter SIN 14-3928 and other previous submittals incorrectly referenced the initially identified value rather than the final, updated value that was used in O-FSG-11. Thus, this letter corrects the docket by providing the Commission with the current, approved value for Surry Level 1. Surry Level 1 is the indicated level on either the primary or back-up instrumentation of greater than the elevation of 44 feet 11 inches plus the accuracy of the SFP level instrument channel. This level is 45 feet 2 inches (44 feet 11 inches plus 3 inches) and is based on the suction weir/overflow box and an instrument accuracy of 3 inches.
On June 30, 2016, the Surry NRC Project Manager was notified of the discrepancy between the Level 1 value reported in the compliance letter for Order EA-12-051 and other previous submittals and the current approved Level 1 value. The Surry Project Manager, Orders Management Branch, was also notified of the subject discrepancy on July 6, 2016.
