Title:

Nuclear Power Plant Simulation Facilities for Use in Operator Training, License Examinations, and Applicant Experience Requirements Office/division/branch: NRR/DIRS/IOLB Technical Lead: Theresa Buchanan Staff Action Decided: Reviewed with no issues identified

1. What are the known technical or regulatory issues with the current version of the Regulatory Guide (RG)?

RG 1.149, Nuclear Power Plant Simulation Facilities for Use in Operator Training, License Examinations, and Applicant Experience Requirements, was published in April 2011. The RG provides an approach acceptable to the NRC staff for approval or acceptance of a nuclear power plant simulation facility for use in operator and senior operator training and license examination operating tests and for meeting applicant experience requirements, consistent with the requirements of Title 10 of the Code of Federal Regulations (10 CFR), Part 55, Operators Licenses, particularly 10 CFR 55.31, 10 CFR 55.45, 10 CFR 55.46, and 10 CFR 55.59.

No technical or regulatory issues were identified. Although the RG is not in accordance with the current accepted format, the technical and regulatory information is still current.

The RG format will be updated to be in accordance with the accepted format in use when the RG next requires revision.

2. What is the impact on internal and external stakeholders of not updating the RG for the known issues, in terms of anticipated numbers of licensing and inspection activities over the next several years?

As no technical or regulatory issues were identified, there is no impact to internal or external stakeholders resulting from these activities.

3. What is an estimate of the level of effort needed to address identified issues in terms of full-time equivalent (FTE) and contractor resources?

As no technical or regulatory issues were identified, no resources are required.

4. Based on the answers to the questions above, what is the staff action for this guide (Reviewed with no issues identified, Reviewed with issues identified for future consideration, Revise, or Withdraw)?

Reviewed with no issues identified.

5. Provide a conceptual plan and timeframe to address the issues identified during the review.
