REVIEW OF THE UNIVERSITY OF MASSACHUSETTS AT LOWELL RESEARCH REACTOR EMERGENCY PLAN FOR LICENSE RENEWAL (TAC No. MD8109)

By letter dated October 20, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15293A384), the University of Massachusetts at Lowell requested a renewal of its Operating License for their research reactor. As part of the license renewal process, the Reactor Licensing Branch (RLB) was requested to review the University of Massachusetts at Lowell Research Reactor (UMLRR) Emergency Plan. The license renewal request referenced the current version of the UMLRR Emergency Plan on file. Revision 6 of the UMLRR Emergency Plan, dated August 30, 2007 (ADAMS Accession No. ML072780303), was used for the review.

The RLB has completed its review of the UMLRR Emergency Plan and has determined that the UMLRR Emergency Plan is compliant with the following regulations and guidance:

10 CFR 50.34(b)(6)(v),

Regulatory Guide 2.6, Emergency Planning for Research and Test Reactors, ANSI/ANS-15.16-2015, Emergency Planning for Research Reactors, NUREG-0849, Standard Review Plan for the Review and Evaluation of Emergency Plans for Research and Test Reactors, NRC Information Notice 97-34, Deficiencies in Licensee Submittals Regarding Terminology for Radiological Emergency Action Levels in Accordance with the New Part 20, and NRC Information Notice 92-79, Nonpower Reactor Emergency Response.
