Dear Ms. Bladey:

The Commonwealth of Virginia has completed its review of the draft Environmental Assessment (EA) for the above-referenced project. The Department of Environmental Quality (DEQ) is responsible for coordinating Virginia's review of federal environmental documents prepared pursuant to the National Environmental Policy Act (NEPA) and responding to appropriate federal officials on behalf of the Commonwealth. As described in the EA, the proposed action would exempt the Virginia Electric and Power Company from certain requirements to allow lead test assemblies containing fuel rods fabricated with MS cladding material at the Surry Power Station. The EA states that no changes are being made in the types of effluents that may be released offsite and there is no significant increase in the amount of any effluent released offsite. In addition, the EA states that the exemptions do not allow any changes that will impact any offsite or onsite natural resources. DEQ invited the DEQ Piedmont Regional Office (PRO) and Virginia Department of Health (VDH) to comment on the EA. DEQ PRO has no comments, and VDH did not respond to DE Q's request for comments.
