Dear Mr. Dapas:

On June 17, 2016, the Nuclear Regulatory Commission (NRC) issued a Confirmatory Action Letter for Arkansas Nuclear One (ANO), Units 1 and 2 (Reference 1). This letter acknowledges receipt of the Confirmatory Action Letter on behalf of Entergy Operations, Inc. (Entergy).

On May 17, 2016, Entergy transmitted a Comprehensive Recovery Plan to address the issues that have led to the decline in ANO performance. This plan is based upon a thorough evaluation of those weaknesses, their causes, and related safety culture aspects, as well as insights from the NRC 95003 inspection. The goal of the plan is to return ANO to excellent performance, with a focus on nuclear safety as the overriding priority. The plan includes measures to ensure that it is rigorously implemented and closely monitored for effectiveness, and contains elements designed to achieve sustainable improvement for the long term.

As discussed in your June 17, 2016 telephone call with Jeremy Browning, ANO Site Vice President, Entergy acknowledges the commitments to implement the actions in the following six inspection focus areas as outlined in the Confirmatory Action Letter by the specified dates.

2. Identification, Assessment, and Correction of Performance Deficiencies - October 2017
3. Human Performance - June 2018
4. Equipment Reliability and Engineering Programs - June 2018
5. Safety Culture - December 2016
6. Service Water System Self-Assessment - December 2016 We will keep you fully informed of our progress as we implement this plan. Additionally, Entergy acknowledges that written notification is required if for any reason Entergy cannot complete the actions in these six inspection focus areas within the specified schedule or if the actions cannot be completed as outlined.
