THE U.S. NUCLEAR REGULATORY COMMISSION RESPONSE TO THE REQUEST FOR ENDORSEMENT OF NEI 16-01, INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PLAN, TRAINING AND QUALIFICATION PLAN, AND SAFEGAURDS CONTINGENCY PLAN, REVISION 0, Dated February 2016

Dear Mr. Clore:

We are writing to acknowledge receipt of your letter dated February 25, 2016. In your letter, you requested that the U.S. Nuclear Regulatory Commission (NRC) staff review and endorse the Nuclear Energy Institute (NEI) Security Plan Template for licensees that are at a stand-alone Independent Spent Fuel Storage Installation.

The NRC staff will conduct a preliminary review of NEI 16-01 to determine if the document contains sufficient information to justify the expenditure of resources for a detailed evaluation.

Along with the preliminary review, we will also be following our process to determine if this effort is subject to fee-recovery. We will provide you with a response to notify you of the results of our preliminary review. Assuming that the staff finds the document acceptable for review, we will provide regular updates of our progress and would be in communication regarding any additional information we may need. At this time, we are handling a heavy workload related to licensee and applicant ISFSI security plan reviews. Licensee- and applicant-related licensing reviews will need to take priority over review of this document, so we cannot commit to a firm review schedule for NEI 16-01.
