June 28, 2016 Dr. Cameron Goodwin, Director Rhode Island Nuclear Science Center 16 Reactor Road Narragansett, RI 02882-1165
SUBJECT:
RHODE ISLAND NUCLEAR SCIENCE CENTER REACTOR - CLOSURE OF CONFIRMATORY ACTION LETTER NO. NRR-02-003 ON SITE-SPECIFIC COMPENSATORY MEASURES IMPLEMENTATION PLAN
Dear Dr. Goodwin:
The purpose of this letter is to inform you of the closure of Confirmatory Action Letter (CAL)
No. NRR-02-003 that was issued to you on October 28, 2002 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML022810659). This CAL formalized commitments to implement site-specific compensatory measures (CMs) related to security and safeguards.
By letter dated May 3, 2004, you submitted an application for license renewal of Facility Operating License No. R-95 for the Rhode Island Nuclear Science Center (RINSC) Reactor (ADAMS Accession No. ML041270519). As part of the license renewal application review, the U.S. Nuclear Regulatory Commission (NRC) staff reviewed the RINSC Reactor physical security plan (PSP), dated May 25, 2016, and found it to be in compliance with the applicable regulations contained in Title 10 of the Code of Federal Regulations (10 CFR) Part 73, Physical Protection of Plants and Materials. In addition, the NRC staff found that the site-specific CMs committed to in CAL No. NRR-02-003 have also been incorporated into the RINSC Reactor PSP. Therefore, the NRC considers CAL No. NRR-02-003 closed.
Under 10 CFR 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room located at NRC Headquarters in Rockville, MD, or from the NRCs document system ADAMS, which is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/ adams.html (the Public Electronic Reading Room).
If you have any questions, please contact Mr. Anthony J. Mendiola, Chief, Research and Test Reactors Oversight Branch, at 301-415-1054, or by electronic mail at Anthony.Mendiola@nrc.gov.
Sincerely,
/RA/
