VIRGIL C. SUMMER NUCLEAR STATION (VCSNS), UNIT NO. 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2016-002 May 25, 2016 South Carolina Electric & Gas Company (SCE&G) is submitting*

this Special Report pursuant to the requirements of Technical Specifications 6.9.2 and as required by Station Administrative Procedure (SAP)-131A, Fire Protection Program Surveillance and Compensatory Measures, Enclosure 6.1, step. 6.1.11, Action 4. This report addresses a fire barrier not being restored .to operability status within seven days after declaration of inoperability.

On April 19, 2016, at 12:59 hours, Penetration AB-87, Auxiliary Building 426 foot elevation, declared inoperable after not meeting its surveillance acceptance criteria.

The surveillance

  • -.* results revealed cracking of the leaded elastomer foam sealant due to temperature degradation.

The failed surveillance was entered into the station's corrective action program. Fire detection equipment is installed and operable on both sides of the penetration.

Upon declaring Penetration AB-87 inoperable, VCSNS implemented an hourly roving fire watch patrol. A method to repair the fire barrier is under investigation due to high temperatures within penetration piping. Repairs will be scheduled and completed when plant conditions allow. Once repairs are complete and the penetration retested satisfactorily, Penetration AB-87 will be returned to operable status. *
