INSPECTION REPORT 05000317/2016403, 5000318/2016403; INDEPENDENT
SPENT FUEL STORAGE SECURITY INSPECTION REPORT
07200008/2016401; AND EXERCISE OF ENFORCEMENT DISCRETION
Dear Mr. Hanson:
On April 27, 2016, the U.S. Nuclear Regulatory Commission (NRC) completed a security
inspection at your Calvert Cliffs Nuclear Power Plant. The NRC inspectors discussed the
results of this inspection with Mr. George Gellrich, Site Vice President, and other members of
your staff. The inspectors documented the results of this inspection in the enclosed inspection
report.
NRC inspectors documented one finding of very low security significance (Green) in this report.
This finding involved a violation of NRC requirements. The NRC is treating this violation as a
non-cited violation (NCV) consistent with Section 2.3.2.a of the Enforcement Policy. If you
contest this violation or the significance, you should provide a response within 30 days of the
date of this inspection report, with the basis for your denial, to the U.S. Nuclear Regulatory
Commission, ATTN: Document Control Desk, Washington DC 20555 0001; with copies to the
Regional Administrator, Region I; the Director, Office of Enforcement, U.S. Nuclear Regulatory
Commission, Washington, DC 20555 0001; and the NRC resident inspector at the Calvert Cliffs
Nuclear Power Plant.
One cross-cutting aspect was assigned to the finding in the area of Problem Identification and
Resolution, Resolution, because Exelon failed to take effective corrective actions to address
issues in a timely manner commensurate with their safety significance [P.3]. If you disagree
with a cross-cutting aspect assignment in this report, you should provide a response within 30
days of the date of this inspection report, with the basis for your disagreement, to the Regional
Administrator, Region I; and the NRC resident inspector at the Calvert Cliffs Nuclear Power
Plant.

Additionally, a violation of Title 10 of the Code of Federal Regulations (10 CFR) Part 37 with
respect to large components containing Category 2 quantities of radioactive material and
Category 2 quantities of radioactive material stored in robust structures was identified and the
issue was discussed during the exit meeting. However, Exelon met all the criteria in NRC
Enforcement Guidance Memorandum (EGM) 14-001 for the use of enforcement discretion;
therefore, NRC is exercising enforcement discretion (EA-16-096) and will not issue any
enforcement action for this violation. Additional details are contained in the non-public
enclosure.
In accordance with 10 CFR 2.390, Public Inspections, Exemptions, Requests for Withholding,
of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public
inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS)
component of the NRC's Agencywide Documents Access and Management System (ADAMS).
ADAMS is accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html (the
Public Electronic Reading Room).
However, the material enclosed herewith contains Security-Related Information in accordance
with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security
