Dear Sir or Madam:
GE-Hitachi Nuclear Energy Americas LLC (GEH) hereby:
(a) Responds to NRC's Request for Additional Information (Reference 3, Enclosure 2) regarding the Vallecitos Nuclear Center (VNC) physical security plan, and (b) Submits a revised VNC Site Physical Security Plan (PSP), dated March 21, 2016, for NRC review and approval pursuant to NRC License R-33, Condition 2.C(3), and 10 CFR 50.54(p); and to NRC License SNM 960, Safeguards Condition SG-1.1, 10 CFR 70.32(e), and requirement VII.a of the attachment to Reference 4. provides the GEH responses to the NRC RAls per item (a) above. The response to each individual RAI item includes a revision to text within the VNC Site PSP per item (b) above.
In addition to the PSP text changes associated with the GEH responses to the NRC RAI, the VNC Site PSP includes clarifications of the site description and some details of security measures related to the facilities and materials subject to the References 1 and 2 licenses and the Reference 4 order. It replaces the previous plan dated August 19, 2015, in its entirety. Text changes in the plan are indicated with a vertical line to the right of the changed text or figure. provides a report describing the changes to the plan pursuant to 10 CFR 50.54(p )(2) and 10 CFR 70.32(e). Enclosure 3 is the revised plan itself.
Note that Enclosures 1 and 2 contain security-related information and, as a result, GEH requests that Enclosures 1 and 2 be withheld from public disclosure per 10 CFR 2.90 and NRC RIS 2005-31.
Note that Enclosure 3 Physical Security Plan contains Safeguards Information, and as a result, GEH requests that Enclosure 3 be withheld from public disclosure per 10 CFR 2.90 and 73.21.
Upon removal of all of Enclosures 1, 2, and 3, this transmittal letter may be decontrolled.
