Waiver_Purpose: We believe the information will be helpful in communicating issues that are relevant to the future operation of Diablo Canyon Power Plant, which is a key provider of tax revenue and jobs in our county.

1

Waiver_ExtentToExtractAnalyze: We will use these materials to further our understanding of the process and to supplement information gained through interviews, press releases, formal reports, etc.

Waiver_SpecificActivityQuals: We intend to write a series of articles on the long-term future of Diablo Canyon, focusing on the challenges and issues involved. We believe this is a critical public service that will help prepare residents and civic leaders in San Luis Obispo and Santa Barbara County for the inevitability of shutdown someday.

Waiver_lmpactPublicUnderstanding: While some members of the public have been very involved in all proceedings concerning Diablo Canyon, we have found that many are just now coming to grips with the changes that could be in store in the event Diablo closes. This includes government agencies dependent on tax revenue, such as county government and school districts, as well as businesses dependent on revenue that Diablo Canyon employees inject into the economy.

Waiver_NatureOfPublic: Our combined digital and print circulation is approximately 30,000 in San Luis Obispo County. However, this series of articles could have a far greater reach throughout the nation. The Tribune is a member of the McClatchy company, which owns 29 daily newspapers and will have full access to our reports.

Waiver_MeansOfDissemination: We will write a series of articles for our print edition. These will also be available online and will be shared through social media.

Waiver_FreeToPublicOrFee: Will be free of charge through social media and online.

Waiver_PrivateCommericallnterest: We are a for-profit communications company, however, we are undertaking this as a public service.
