Good morning Mr. Saporito, I have been assigned as the Petition Manager for your 10 CFR 2.206 Petition submitted to the NRC on March 6, 2016, regarding your concerns about unauthorized means of ingress to the protected area of NRC licensed nuclear facilities including Plant St. Lucie, Turkey Point Nuclear Generation and ALL NRC LICENSEES, (w/similarly designed commercial nuclear power stations) via intake cooling water structures, piping, and facilities.
Your petition requests that the NRC take escalated enforcement action and issue a confirmatory order to licensees requiring that they take their nuclear reactors to a cold-shutdown mode of operation until the licensee meets the conditions outlined in your petition. In the 10 CFR 2.206 process, information related to the petition
2 generally is made public, including your identity. In addition, in accordance with Management Directive 8.11, you have the opportunity to address the NRCs Petition Review Board (PRB) to further discuss your petition, either in person at the NRC Headquarters Office in Rockville, Maryland, or by telephone conference.
Please provide a response to me by Tuesday, April 5, 2016, to the following questions:
