These changes do not result in a r_eduction of effectiveness of the security plan and is compliant with10 CFR 50.54 (p) (2). Changes to the plan were discussed and approved by the Reactor Operations Committee on Dec. 16, 2015. The enclosed plan is intended to replace in its entjrety the previous edition.
The plan is reorganized and reformatted. Specific and substantive changes are summarized in the enclosed table. The table is organized with the original section referenced and the new section referenced for specific information. In general, Reed College is removing the concept of temporary areas, correcting inconstancies between the license, technical specifications and the security plan; and adjusting the background checks to be more informative. The plan has been simplified while maintaining a stronger security posture. Many. of the changes are a direct result of facility modifications completed in conjunction with the GTRI upgrades and training.
Both enclosed items contain SAFEGUARDS.
