Backfit Review Panel Minutes March 15, 2016 Meeting Attendees: Marissa Bailey (panel chair), Adam Gendelman (panel member), Tony Gody (panel member, via phone), Alex Garmoe, Alex Popova The Panel met to discuss the status of their evaluation of the backfit and appeal documentation and thoughts following the March 7 public meeting with Exelon. The Panel members each provided their initial thoughts on whether to uhold the initial backfit or grant the appeal. The initial consensus was to deny the appeal. It was clear to the panel members that the mistake of fact was that the valves were not water qualified and that this conclusion in 2001 and 2004 was not consistent with the NRCs general prohibition against the progression of Condition II events.
Tony Gody provided an in-depth discussion of his perspective that the technical issue at hand appears to be potentially generic and that the Panel should recommend to Bill that this be screened for entry into the generic issues process.
Alex was to translate the discussion of this meeting into the recommendation memo to Bill Dean, subject to review by the panel members. A briefing of Bill is scheduled for March 28.
The panel meeting was adjourned.
