Dear Mr. Heacock:

By letter dated December 10, 2015 (Agencywide Documents Access and Management System Accession No. ML15352A108), Dominion (the licensee) submitted a license amendment request (LAR) for the North Anna Power Station, Units 1 and 2. The proposed license amendment would revise the Technical Specifications (TS) to address the issues identified in Westinghouse Nuclear Safety Advisory Letter (NSAL), NSAL-09-5, Revision 1 and NSAL-15-1, Revision 0.

The U.S. Nuclear Regulatory Commission (NRC) staff will be conducting an on-site audit at NRC One White Flint North, Head Quarters - Room OWFN - 04B04, 11555 Rockville Pike, Rockville MD 20851. The purpose of the audit is to 1) review detailed calculations, analyses, and technical bases; 2) identify further information that may be necessary to reach a licensing or regulatory decision; 3) discuss possible requests for additional information; and 4) examine Core Operating Limits Report Reference List of Analysis Methods in meeting GL 88-16 Guidance.

AUDIT PLAN APRIL 26-27, 2016 NORTH ANNA POWER STATION, UNITS 1 and 2 DOCKET NOS. 50-338 AND 50-339 (CAC NOS. MF7186 AND MF7187)

1. BACKGROUND By letter dated December 10, 2015 (Agencywide Documents Access and Management System Accession No. ML15352A108), Dominion (the licensee) submitted a license amendment request (LAR) for the North Anna Power Station, Units 1 and 2. The proposed license amendment would revise the Technical Specifications (TS) to address the issues identified in two Westinghouse Nuclear Safety Advisory Letters (NSAL). Specifically, the proposed changes will address the issues identified in:

- Westinghouse NSAL-09-5, Revision 1 by relocating required operating space reductions (power and axial flux difference) to the Core Operating Limits report (COLR).

- Westinghouse NSAL-15-1, Revision O by defining TS surveillance requirements for steady-state and transient FQ(Z) (heat flux hot channel factor) and corresponding actions with which to apply an appropriate penalty factor to measured results.

2. REGULATORY AUDIT SCOPE The U. S. Nuclear Regulatory Commission (NRC) staff will focus on the following topics during this audit:
  • Technical basis for all the Completion Times listed in the LAR.
  • Section 2.1 of the LAR, "Current use of Dominion Relaxed Power Distribution (RPDC),

relocation of equations to the TS Bases, and revision of TS required Actions."

  • Section 2.2 of the LAR, "Surveillance requirements for the two representations of FQ(Z)."
  • Sections 2.3 of the LAR, specifically the last paragraph, "Based on Dominion's analytical assessment of internal and external operating experiences (e.g. Westinghouse Communication 06-IC-03, Reference 5), the magnitudes of the lower and upper core regions excluded from FQ surveillances had been proactively and conservatively reduced (in approximately 2006) from what was and is currently described in the North Anna Technical Specification Bases. An update to the Technical Specification Bases to expand the FQ axial surveillance regions being tracked by Dominion's corrective action system."
  • Penalty factors for Flux Map Analysis (Table 3.2.-2 of the LAR).
  • TS 3.2.1 - Conditions B, Required Actions and Completion Time.
