Waiver_Purpose: UCS reviewed the publicly available responses to Bulletin 2012-01, but could not find these responses in ADAMS. UCS is monitoring the 2.206 petition submitted by seven NRC employees and wants to understand the situation at all the plants, not just some of the plants.
Waiver_ExtentToExtractAnalyze: UCS has already posted commentaries to our All Things Nuclear blog about the January 2012 event at Byron (Fission Stories #111 ), the fix implemented by Exelon (Fission Stories #168),
and the 2.206 petition. UCS is getting contacted by reporters and citizens around the country asking how the problem affects the nuclear plant in their communities. UCS seeks the responses to see how the nuclear plants are protected against degraded voltage conditions.
Waiver_SpecificActivityQuals: UCS has been invited to participate in a webinar on open phase conditions. In addition to that forum, UCS will likely develop commentaries about open phase conditions for our website and blog.
Waiver_lmpactPublicUnderstanding: Plants have different configurations (single unit, multiple unit, two or more connections to offsite power sources, various switchyard designs, etc.). UCS seeks the requested document to put a generic problem into site-specific contexts. Our commentaries will be as jargon-lite and acronym-free as possible -- something not found in the NRC and industry documents that the public can find. Thus, UCS hopes to feed the public's appetite for information about this safety problem.
Waiver_NatureOfPublic: According to the 2.206 petition, every nuclear power operating in the U.S. and every one under construction is affected by this design vulnerability. Over 100 million Americans live within 50 miles of one or more of these nuclear plants. There's considerable interest across the country on this subject. In fact, UCS has also been contacted by reporters and citizens in France asking if the U.S. problem affects nuclear plants there. We can't answer that question, but we can try to answer it about U.S. plants.
