SUBJECT:

NUCLEAR ENERGY INSTITUTE 15-09 REVISION 0, CYBER SECURITY EVENT NOTIFICATIONS, DATED FEBRUARY 2016

Dear Mr. Earls:

In your letter dated February 29, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16063A061), you requested that the U.S. Nuclear Regulatory Commission (NRC) staff review and endorse guidance document NEI 15-09 Revision 0, Cyber Security Event Notifications, dated February 2016 (ADAMS ML16063A063).

The purpose of NEI 15-09 is to provide guidance for categorizing certain cyber security events, and for conducting notifications and submitting written security follow-up reports to the NRC.

This guidance streamlines the process for making notification determinations and allows for consistent implementation of the cyber security event notifications process among nuclear power reactor licensees.

The staff has concluded that NEI 15-09 is acceptable for use as guidance by licensees to assist with categorizing cyber security events, conducting notifications, and submitting written security follow-up reports to the NRC.

Please contact James Beardsley at (301) 287-0908 or Brad Bergemann at (301) 287-3797 if you have any questions.

Sincerely,

/RA/

James Andersen, Director Cyber Security Directorate Office of Nuclear Security and Incident Response
