Backfit Review Panel Minutes February 25, 2016 Meeting Attendees: Marissa Bailey (panel chair), Adam Gendelman (panel member), Tony Gody (panel member, via phone), Alex Garmoe, Alex Popova Alex Garmoe started the meeting by discussing logistics of the March 7 public meeting including the meeting time, location, and some individuals that have already requested a bridge line.
Discussion also included the anticipated schedule for activities after the public meeting, including proposed dates for follow-up panel meetings and briefing Bill Dean of the Panels recommendations. Action 8 assigned to Alex Garmoe to provide status information for Marissa to pass on to Bill Dean before the March 7 public meeting.
All in attendance discussed the format of the public meeting and discussed topics that might be considered in scope or out of scope. It was confirmed that the meeting transcript is informational only and that NRC will not make decisions at the meeting. This is a meeting between the NRC and Exelon - all other individuals will be asked not to participate until the public comment period following the NRC-Exelon discussion.
All in attendance discussed what the response letter to the licensee and the recommendation memo to Bill Dean should look like. Action 9 assigned to Alex Garmoe to provide draft memo to Bill Dean and letter to licensee shells that the panels recommendation and basis can be placed into. These should include a background explanation of the affected equipment and compliance exception.
The panel meeting was adjourned.
