Formal RAI to support ILRT (CAC Nos. MF6176/77)
- Lance, On January 11, I sent STP a preliminary question concerning the Westinghouse NSALs and InfoGram errors on the LOCA Containment Mass & Energy analyses and how STP has addressed these errors on a plant-specific basis. Since then weve had several clarification calls and responses that did not answer the staffs questions. An appropriate containment accident response analysis is necessary for the staff to complete our review of your extension request for the Integrated Leak Rate Testing.
At this point, we are at high risk of not meeting your April 30, 2016 request date.
Please consider the below a formal request for additional information. If you are not able to satisfactorily respond by March 17, the NRC staff will be unable to meet your requested date of April 30, 2016, for this action.
I will process a formal letter to you with the request below as well.
Note: this is specific to the ILRT LAR; additional information is needed to support the GSI-191 resolution review.
Please let me know if you need another clarification call.
Thank you, Lisa SCVB Question A:
UFSAR Section 6.2.1.3, Mass and Energy Release Analyses for Postulated Loss of Coolant Accidents states the use of Westinghouse WCAP-10325-P-A methodology for LOCA mass and energy (M&E) release analysis. Westinghouse has issued Nuclear Safety Advisory Letters (NSALs)-06-6, 5, and 2, and InforGram IG-14-1 reporting errors in this methodology. Also a new methodology (GOTHIC) is used for LOCA containment analysis for which the mass and energy input needs to be corrected based on the above NSALs and the infoGram. Please submit the following revised licensing basis containment analysis for NRC review which should include the following: (a) changes, and justification of changes in inputs and assumptions from the current analysis, and (b) results.
(a) LOCA containment mass and energy release analysis.
(b) Pressure and temperature response analysis for containment integrity Lisa M Regner, Sr. Project Manager, Branch LPLIV-1 Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
