Reggie, Ruthanne Murray is reviewing the update to decommissioning financial assurance for MIT on the reactor side. Please look at the thread of emails below, and see her request to me on February 12. She is asking for the original submission, which I have explained to her that I have turned it in to your office. Please confirm for her that it is in your office possession, so she can validate for her management chain that the NRC is in possession of the original. That should be the final piece of information she will need for completing the reactor portion. Thanks

The Project Manager confirmed to IFIB on February 12, 2016, that an originally signed duplicate of the self-guarantee agreement, dated October 5, 2009, was recently submitted to the Office of Nuclear Material Safety and Safeguards (NMSS), Division of Decommissioning, Uranium Recovery Waste Program (DUWP) as a part of the package for the SNM license. Based on this information, the guidance in NUREG-1757 would be duplicative. The self-guarantee agreement is part of the NRCs legacy document system (ADAMS Accession Nos. ML100070108, ML101930104 and ML101340587).

That sounds great Ruthanne. I believe I carried the original to the DUWP people, who reviewed the package for the SNM license. They have the same interest as you in the original. Would you be willing to take a confirmation of the reviewer that they have the original? Im not sure how to split the baby. Suggestion?

Hi Ty,

I apologize for one last request, but I turned in my final for review and an inconsistency was found. NUREG-1757 requests that an originally signed duplicate of the self-guarantee

agreement be submitted with the self-guarantee letter. After reviewing the language myself, it appears that the purpose was to ensure that the original agreement was still in full force and effect as it could be cancelled by the licensee by supplying notice to the NRC. Resubmitting it with the package seems to be a confirmation that it is still in full force and effect without changes. IFIB is reviewing several of these and wants to remain consistent.

Pages 6 - 9 of the attached document is the original self-insurance guarantee from October 5, 2009 that should be included with the self-guarantee letter for 2015.

Once I receive the ADAMS Accession Numbers for the 2015 Treasurers Report and the originally signed duplicate of the self-guarantee agreement, the review will be presented to the BC for signature.

I am working with Eric on this years MIT self-assurance submission for decommissioning.

Everything looks in order, however, the 2015 Treasurers Report has not been provided in full (only the first page is available as far as I can tell). Open the first attachment and scroll to the last page. Only the first page of the report is there. I have attached a prior submission from 2009 showing the complete Treasurers Report. The second attachment has the first page, but also continues with the entire report.

Our interest is to verify that audited financial statements have been submitted.

For future reference, we are going to split the submittal in the future, i.e. the reactor folks will handle the reactor portion of any financial assurance and we will consider only the materials portion. REQUESTED ACTION: Review the Self Guarantee for the reactor portion, submitted by MIT on October 30, 2015. Prepare requests for additional information, if needed. Evaluate any additional information submitted.

The above task is estimated to require approximately 30 staff hours.
