SUMMARY

OF JANUARY 19, 2016, PRE-SUBMITTAL MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING TECHNICAL SPECIFICATIONS FOR SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 On January 19, 2016, a Category 1 public meeting by telephone was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

The meeting notice and agenda, dated January 7, 2016, are available in the Agencywide Documents Access and Management System at Accession No. ML16007A184. A list of attendees is enclosed.

The purpose of this meeting was to discuss a proposal submittal by TVA after a similar license amendment request (LAR) was withdrawn on October 22, 2015. This LAR is to allow 7-day completion time (CT) to restore one train of the essential raw cooling water (ERCW) to OPERABLE status to facilitate the shutdown board maintenance under certain restrictions.

The current 72-hour CT would require a dual unit shutdown if the ERCW is not restored in 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />. TVA requests that the NRC staff expedite the review of this reduced scope submittal to support the fall outage in November 2016.

Using ML16029A063, TVA presented its approach and expected changes to the technical specifications (TSs) and responded to the clarification question from the NRC staff. Significant points are summarized as follows:

  • The sole purpose of this LAR is to enable TVA to perform the deferred shutdown board cleaning beginning in the upcoming Unit 2 fall outage without the unnecessary dual unit shutdown. If additional operational flexibility is desired, TVA may submit a separate LAR to expand the scope in a future date.
  • Since the NRC staff cannot credit information contained in the prior submittal that has been.

withdrawn, TVA needs to ensure that this submittal is self-contained, including the responses to the applicable request for additional information from the previous submittal.

  • The added restrictions for the 7-day CT will be consistent with Electrical Power Systems, Section 3.8.9 of the TSs recently approved by the NRC as part of the improved TSs conversion.
  • TVA plans to submit this LAR by mid-February of 2016.
