Industry Comments Sought For Draft Guide 5039, "Guidance For the Application of the Radiological Sabotage Design Basis Threat for Nuclear Power Reactors" Date: Wednesday, December 23, 2015 4:19:53 PM Attachments: DG-5039 GUIDANCE FOR THE APPLICATION OF THE RADIOLOGICAL SABOTAGE DESIGN-BASIS THREAT FOR NUCLEAR POWER REACTORS 12-23-15.pdf.pgp Mr. Kline, Attached please find an encrypted copy of Draft Regulatory Guide (DG)-5039, "Guidance For the Application of the Radiological Sabotage Design Basis Threat for Nuclear Power Reactors," for the purpose of facilitating consolidated comments from vetted, cleared industry stakeholders who have an established need to know as stipulated in 10 CFR 73.22. DG-5039 is designated as Safeguards Information (SGI) and has been encrypted using FIPS 140-2 validated to at least an overall level 2 with the validation subcategories of Roles, Services, and Authentication; electromagnetic interference/electromagnetic compatibility; and Design Assurance validated to at least level 3. The document must be afforded all protection protocols as stipulated in 10 CFR 73.21, 73.22 and 73.23.

Stakeholder responses transmitted electronically to the US NRC containing Official Use Only - Security Related Information (OUO-SRI) or SGI shall be designated, marked, controlled, and encrypted using FIPS 140-2 cryptology. All correspondence in this regard shall be sent to Melanie Galloway, Division Director, Division of Security Policy, Office of Nuclear Security and Incident Response with accompanying letter headed memorandum. Please submit your comments within 75 calendar days of receipt of this e-mail (i.e., by March 7, 2016). Comments received after that date may not be able to be considered for this revision of this regulatory guide.
