THE U.S. NUCLEAR REGULATORY COMMISSION RESPONSE TO REQUEST FOR ENDORSEMENT OF NEI 05-05, CONTROLLER GUIDELINE FOR FORCE-ON-FORCE EXERCISE SIMULATIONS, REVISION 5, DATED DECEMBER 2015
Dear Mr. Kline:
I am writing to acknowledge receipt of your letter dated December 16, 2015, and subsequent attachment requesting review and endorsement of NEI 05-05, Revision 5.
You requested the U.S. Nuclear Regulatory Commission (NRC) staff to conduct a review of NEI 05-05, Revision 5, Controller Guideline for Force-on-Force (FOF) Exercise Simulations, which was re-developed to focus on control measures for FOF exercise simulations. You also request the NRC to provide endorsement of NEI 05-05, Revision 5, by March 15, 2016.
The NRC staff will conduct a preliminary review of NEI 05-05, Revision 5, to determine if the document contains sufficient information to the applicable program areas for a detailed evaluation for potential NRC endorsement. We will conduct the detailed evaluation upon determination that the document contains sufficient information to justify the expenditure of resources for the detailed evaluation.
We will provide a reply of our preliminary review within 30 days from the date of this letter to either request additional information or notify you of our determination for potential endorsement.
